Last year's leaves

Greetings from a thawing Central Wisconsin.

We are starting our pruning rounds and having noticed some trees have held their leaves through the winter, I'm curious about any schools of thought on how to address these areas.

Why is it happening?
Is there benefit in keeping these branches around when given the option to prune it or a neighboring branch?

I have some trees that hold leaves until buds are pushing, but you can brush them off fairly easily. If you prune later they will be gone. Cannot think of any difference.
