flies on leaves?

flies on leaves?

so...can anyone identify these pests (I assume they are pests) on the leaves of our 1 and 2 year old apple trees? I don't know how to add an image to this so I will attempt to describe them....

5 and 6 small flies hanging from the underside of leaves with their mouthparts inserted into the leaf. They don't fly away when brushed. They have striped abdomens and clear wings ( apparently are not AM flies) There are no fruit on these trees. Some of then have brown leaves (not many -yet) and some leaves are curled (just a few and there are some aphids too)

Is there a way to add an image?

Let's try this.....

This is a close up of one of the little devils.....It has some characteristics of the leaf rolling midge but not quite...perhaps they vary from place to place?
