Crows feet on second year dwarfs

A lot of my second year dwarfs (Bud 9) have developed crows feet which seems mostly due to a little bit of tip dieback on the leader.
I say "crows feet" but to be clear there are 2 -4 top shoots growing within 2- 3 inches of the top. The same thing is happening on
some of the lateral branches.
Should I be pinching or pruning back to one shoot on these dwarfs?
